New registration and transfer are different transactions. Prepare the right record set, use the Punjab Government’s official channel, complete the required identity and approval steps, and confirm the resulting record before treating the process as finished.
Current starting point: Punjab Excise’s Motor Vehicle Registration page directs both new registration and ownership transfer to ePay Punjab. Ownership transfer uses the registered vehicle record, purchaser information, an official PSID payment, biometric verification, and Excise approval; payment alone does not prove the ownership record has changed.
Choose the correct transaction
Use the sales certificate, sales invoice, purchaser identity, Form F, and current official payment route. If the original purchaser disposes of the motorcycle before registration, the official checklist adds transfer-order and sale evidence.
Verify the existing Punjab record and tax position, prepare the prescribed transfer documents, initiate the official transfer, pay the generated amount, complete current biometrics, and wait for official approval and updated records.
Special cases need their own official route: organization ownership, hire purchase, inheritance or death of an owner, an imported or unregistered resale, out-of-province registration, missing or damaged documents, altered engine or chassis data, and identity mismatches should not be forced through a standard checklist.
New locally manufactured motorcycle
Document boundary: the published PDF separately lists additional records when an original purchaser disposes of a locally manufactured vehicle while it is still unregistered. Confirm that exact route with Punjab Excise before proceeding.
Registered motorcycle · change of owner
Protect identity and motorcycle data: do not send CNIC images, signatures, full chassis or engine numbers, login credentials, OTPs, or payment-card details through an ordinary dealership inquiry, social message, or public post. Use the official channel for sensitive submission.
Fraud and record-quality controls
Begin at Punjab Excise, ePay Punjab, MTMIS Punjab, or NADRA/PakID. Recheck the address bar before entering identity or payment data.
Do not rely only on possession, a photocopy, or an “open transfer” statement. Compare the official record, seller identity, original certificate, and motorcycle.
Inspect the applicable frame, chassis, engine, or product identifiers against the records without publishing or casually messaging them.
Do not substitute a personal bank account, agent wallet, or copied screenshot for the government payment reference and authorized channel.
Seller and purchaser signatures, payment, biometrics, or possession alone do not replace the final Excise update and verifiable ownership record.
Pause if the name, identity, registration, make, chassis, tax, HPA, or file information differs. Resolve it through the relevant authority before payment or delivery.
